One does evil because his goal requires it, another does evil because he's a spineless retard. put it simple Zouken will do whatever it takes to have his goal, but will not leave the path to do other stuff. Shinji is emotionally unstable and will whatever he feels like whenever he feels that his ego threatened, which is all the time since his ego is worthless and has nothing backing it up |

| I don't think the motivation matters much. Zouken has still done much more evil than Shinji has, even if Zouken is more respectable in the sense that he's intelligent, rational, and composed.

motivation matter a lot actually it means that Zouken will do both good and evil if that means getting his goal. on the other hand, Shinji has no motivation for what he does and will do no good because of the sacrifices that doing good tend to require. - Spoiler:
you're also forgetting something. Zouken trained Sakura, but did nothing further than that, yes raped by worms every day since childhood, I get it, that's no rediming from that. However that's all he did, because that's how corrupted their magecraft had become. When Sakura asked Zouken to not participate in the Fifth War, Zouken didnt mind and gave the book to Shinji so that he could participate in her place.

See, you only consider Sakura when deciding who is worse. But it's more than that. Shinji's only grievance is against Sakura. Do you remember Zouken's worms attacking that poor woman in the park to reform his body. He's done that countless times to people, and that way of dying is even worse than being raped.
