No, his magecraft is just to slow down or speed up time, which harms his own body. Not exactly efficient. Since you're going to be a smartass, I'll revise my definition. "The best magus is the one who can most easily kill another magus through the use of magecraft only." I didn't think it necessary to even add that since Kiritsugu is the only magus ever shown to utilize such underhanded methods.

combat wise there are to many variables to state which one is best.

let me explain you how illya works

Illya is mostly fire power, she has huge mana capacities, and while alchemy is her family magecraft, that doesnt mean that's her only magecraft, as she is quite close to Heaven's Feel(actually doing it in HF, thats above anything magecraft can do btw). So she's kinda like Saber's Excalibur, just a destructive force, it's not combat oriantated, because 1v1 it's hard to use, but given the situations specially if people underestimate you, it really can just flip the table.

Rin on the other hand is more tactics reliant, her magecraft has decent enough fire power, but ultematly it's mostly situational as it's effects can be used in varius situations. In that regard she's more like Archer, has decent enough fire power, but in the end beats others through sheer inteligence and good use of resources.

The biggest differance betweent the two is that Illya's fire power can simply be used on the fly and will not change whether or not she's underestimating her opponent. Rin on the other uses tactics which relly on guessing you're opponent's movements and countering them, which means that if at any moment the opponent uses more power than what was expected, the plan loses all effect.
