- An unfinished description of a tabletop setting I used recently, may be able to convert
Darkening obelisks tower above glistening streets and dark alleys. The year is 2027, and while the city has changed its problems haven’t. Children still go hungry in its streets, businessmen still feel the crunch of taxes and threats of violence and the police- the police are still the peacekeepers of a fragile line of order.
This is the city of Arvans, and you, an enforcer of its laws, protector of its citizens, and assistant to the public at large. How well you are held to these roles is up to your discretion, as while ARV PD is more of a giant security force conglomerate, filled to the brim with resources and expertise, it is hardly one with great oversight. Plenty of your coworkers, even, if not especially your bosses, may seem, or have openly been crooked before you. The introduction of Larsen & Sons Bio-integrated enhancements have opened a pandoras box to the population at large. The governor, wielding enough power to be a state on his own, has legalized the use of Bi-enhancers, often called Bi-ens (pronounced “Buy-ins”), and they have begun cycling into use within ARV PD. People with Bi-ens are sometimes the targets of discrimination, people fearing the treatment, part medical, part mechanical, takes away something human from your genes. ARV PD was given a 3-month grace period to get ready for impact before legalization came down, but no amount of time would have been enough for proper preparation. Criminals rich enough, lucky, or skilled enough to get their hands on enough of these rapidly outpaced, often literally, police efforts at keeping order, and their subsequent use by parts of ARV PD has created a rift between the police and the public, who at large are mostly unable to obtain Bi-ens, at least safely. Non-state doctors are not allowed to do Bi-ens procedures, but this is simply one more crime on a growing list you have to look out for.
What you have been called here for after your years on the force is in relation to the terrorist bombing of the Larsen & Sons Bio-enhancement manufacturing plant that occurred a week and a half ago. Primary investigations have concluded, but your boss fears it was to little avail, as politics, dirty dealings, bribery and pure incompetency rendered the actual report to reflect little more than a false public assurance of safety. After being sworn to secrecy, you’ve been brought in to investigate the crime, as the perpetrators are still at large, and three crates of highly valuable and volatile material used in the manufacturing process of Bi-ens are still missing, having been stolen.
You have spent a number of years on the force before now, place those years in whatever profession or training you were in during these times. Perhaps your career is focused in diversity, or maybe you are a determined specialist.
Basic police training gave you a decent physical, mental and social slate to build on, the question is where you went to get your what skills. These include the following:

Zeal- Your Zeal dictates where you lie on a scale from clean to corrupt. Zeal requires you forgo additional experience in grey areas of enforcement and resources, but can be spent in a variety of situations to improve your police performance in an action or reaction that your skills may not be up to par for. Low zeal also makes you highly susceptible to bribery and assorted corruption, but being corrupt also makes it easier for criminals to trust you, after all, birds of a feather.

Not a bad conversion into stats there ghosty, thanks for your interest.
I've got some thinking to do about zeal because it got absolutely bonkers during the live test (which is fine because thats what it was supposed to do).. but I had to nerf its daily regen so normal guys stopped being more awesome than the robocops at anything but peak moments.

Also I have a basic plot outline but its quite open to change if anyone wants to run something specific.
